The law amends a provision in the Iran Nonproliferation Act (INA) of 2000 that prohibits the United States from paying Russia for any space-related activities, including shuttling American astronauts to and from the International Space Station, until it ceases its support for Iranian nuclear proliferation. As amended, the law now -- in light of the ineffectiveness of the earlier prohibition and its weakening of the U.S. space program -- permits such payments until 2012. It also strengthens the 2000 law by allowing for sanctions on any entity that aids a potential Syrian nuclear weapons program and on any WMD-related technology and equipment exported from Iran or Syria.
