The Mitchell Report calls for Israel and the Palestinian Authority (PA) to “act swiftly and decisively to halt the violence,” with the aim of resuming negotiations that were left off at the recent summit in Sharm el-Sheikh, Egypt.  The report says that the PA should “make a 100 percent effort to prevent terrorist operations and to punish perpetrators.”
