Full Text:
The law strengthens the ban on direct U.S. aid to the Palestinians -- unless the president certifies that the Palestinian Authority is not controlled by a terrorist organization -- while permitting humanitarian assistance through non-governmental organizations (NGOs) to continue. It maintains the president’s flexibility to provide other project assistance through NGOs if he deems it is in the national security interests of the United States and gains Congressional approval.
