President Bush issued an executive order that blocks the financial assets of groups supporting attacks against U.S. troops in Iraq, including entities backed by Iran and Syria. Iran and Syria are lead sponsors and facilitators of the insurgency in Iraq and for decades have supported terrorist groups throughout the world.
